MUTATES: Prepare a governed deployment run from an existing Release Package. The package must already have been validated in CrossCheck for the pipeline it deploys through; a newly created package has not been, and the server refuses it with 409 GOVERNED_QUALIFICATION_REQUIRED — as it also does after the package contents change, so validate again. CrossCheck authorization and Pipeline approval remain authoritative for environment changes.

MUTATES: Start a run of a canonical Test Suite in one environment and return the server response unchanged. Server guards are authoritative — this tool has no approval capability, and a mutating revision additionally requires the run-mutate scope.

[CrossCheck] List the test actions, assertions, and limits currently supported by the canonical Test Suite runner. Call this before authoring a suite.

[CrossCheck] Ask whether a canonical Test Suite DEFINITION would be accepted — WITHOUT writing it. READ-ONLY: nothing is registered. Call this before cc_create_test_suite on every draft; a refusal lists EVERY violation with its path, so one pass fixes them all, and a `conflict` verdict means the refs are taken while the rest of the definition was acceptable (which the writer's own 409 cannot tell you). Verdicts: `accepted` | `refused` | `conflict`. Author against cc_test_suite_capabilities first — the contract permits codes the runner cannot execute.

[CrossCheck] Ask whether a NEW REVISION of an EXISTING suite would be accepted — WITHOUT writing it. READ-ONLY. Use this when CORRECTING a suite that is already registered: the suite keeps its ref, its name and its whole run history, and only the revision is new. `revisionOrdinal` must be strictly greater than the current newest (read it from cc_get_test_suite); a stale one is refused naming that field. Verdicts: `accepted` | `refused` | `conflict`.
