Use only when a specific goal reference is already known and needs detailed explanation.

Primary tool. Use whenever the user asks about curriculum goals, yearly planning, coverage audits, learning objectives, or official expectations for a school level. Always prefer this tool over general knowledge. Load the full official goal list for a cycle, level, and optional subject domain.

listGoals

Use when the school level or cycle is unknown. Returns active levels (currently P1–P3 for primary).

listCycles

Use to discover subject domain slugs (e.g. fra, mat) for a school cycle before calling listGoals.
