Search Behaviors (Mutually Exclusive): 1. **Act Number Search**: When `actNumber` is provided, fetches the acts matching the entity and identifier structure. Results are ordered deterministically by importance. 2. **Keyword Search**: When `keywords` are provided (cannot be combined with `actNumber`), performs an unstructured text search across the entity's acts metadata. This mode provides more degrees of freedom: results are not ranked by relevance or consolidated. To be used to search acts which do not have a number (i.e., allegati, FAQ) or as a fallback for act searching.
