get_memory_neighbors

Search previously stored personal memories by semantic query and/or filters (category, tags, dates, location, graph fields). Use only when the user asks about their saved context; not for weather, web lookup, or general knowledge. When working inside a project or repository, pass its name as a tag so recall is scoped to that project; if nothing matches, the response includes a retrievalNote and the closest matches from the rest of the workspace, which may belong to other projects. When the user asks for ALL records of a specific kind (e.g. "all my period data", "my complete workout history"), populate the tags field with the relevant topic so every matching record is returned rather than a ranked subset. List requests (all my X) return up to 50 records per call; when hasMore is true, call again with the returned cursor until hasMore is false.
